The Republican public association “International Human Rights Center” (hereinafter referred to as IHC) was created in 1997 on the initiative of 9 national and cultural centers and has 10 regional branches IHC is the founder of the Association of Legal Entities “Association of Mediators of Kazakhstan”, a member of the Consortium of Central Asian Mediators and the Eurasian Union of Mediators (CIS). The IHC is a self-regulatory organization of mediators in accordance with the Law of the Republic of Kazakhstan “On Mediation”, it has approved Rules and Standards of Operation, a Presidium, a Disciplinary and Audit Commission. 

The director and a founder of the organization is Zhakupov Zhandilda Azhigalievich. He is also a General Director of the "Association (union) of mediators of Kazakhstan" and  international class trainer-mediator, a member of “Senate” the Parliament of the Republic of Kazakhstan, of the Ministry of Information and Social Development of the Republic of Kazakhstan, an expert of the grant commission of the executive authority of Almaty city and he is also a chairman of the Mediation Council of Almaty, the Master of Law. Zhakupov Zhandilda Azhigalievich is a constitutor of the E-mediation project. 

The mission of the organization is to provide legal and mediation assistance to socially vulnerable segments of the population, individuals and legal entities by providing legal advice and conducting mediation procedures.

         The main activities of the IHC are:

- promoting the development of democratic processes, building a civil society and the rule of law, introducing and developing the institution of mediation in Kazakhstan;

- providing of legal and mediation assistance;

- training professional mediators, maintaining their registration;

- development of projects and programs on the protection of human rights, development of mediation and reducing the level of conflict in society;

 - expansion and strengthening of international relations on legal and mediation issues.

The public reception room operates in the Center, where lawyers and mediators of the Center advise citizens on legal issues, mediation and conciliation procedures. Consultations can also be obtained by phone number 87772157436 and through the website: www.mpc-info.kz.

        

There are also the Mediation Center and a Mediator Training School in the International Human Rights Center. The IHR Center provides mediator services, maintains a registration of them, and conducts training for mediators and negotiators. The Center's mediators annually conduct more than 4,000 conciliation procedures worth about 7 billion Tenge, of which more than 90% are completed by reconciliation with the conclusion of a mediation agreement. In 2024 the number of members in the register of the Center reached 500 mediators who work in all regions of Kazakhstan and also in different countries. 

More than 1,900 mediators have been trained at the School of Mediators, the   courses and seminars for mediators are held monthly. Mediators are trained in Kazakh and Russian languages according to the author's programs of trainer-mediators, developed taking into account the standards of training of the European and Russian methodology and the requirements of the Kazakh legislation. The trainers of the School have also developed handouts, methodological manuals with sample documents, and collections of normative legal acts on mediation. The teachers of the Center are practicing mediators who conduct mediation procedures on a regular basis. The trainer-mediator of the Center was trained in the supervision of mediators and other topics from trainers in Bulgaria, Spain, the USA, and Great Britain.

The Mediation Center was accredited as a training center for the training of professional and corporate mediators and negotiators for the Corporate Center for Mediation and Negotiation Process of the Samruk-Kazyna group of companies, and currently cooperates with the Center for Social Interaction and Communications JSC "Samruk-Kazyna". The Center set up the pool of mediators, who were prepared by the trainers of the Center.

          In the Center also operates The Advanced Studies to conduct open and corporate trainings in Kazakh and Russian to explain current legislation. The lecturers are practicing lawyers, business trainers with extensive legal and coaching experience (more than 25-30 years) in law enforcement, judicial authorities, prosecutors, national companies and other organizations. They regularly conduct trainings in banking and financial institutions, educational institutions and government agencies.

          The International Human Rights Center cooperates with many Kazakh and foreign judicial, law enforcement and other government bodies and organizations on issues of providing legal assistance, representation and conciliation procedures, studying, forecasting and preventing conflicts, and is also the executor of republican projects on these topics of the UN Development Program in Kazakhstan, local executive bodies, international organizations.

The Mediation Center has extensive practical Kazakh and international experience in conducting mediation procedures, training professional and non-professional mediators, preparing educational and methodological materials, publications in the media, proactive activities in developing proposals and recommendations for bills, cooperates with mediator organizations in Kyrgyzstan, Uzbekistan, Azerbaijan, Tajikistan, Belarus, Ukraine, Georgia, Germany, Bulgaria and Spain.

Projects implemented by the International Human Rights Center

“The School mediation” - under a grant from the Bota Foundation in partnership with the ALE “Forum of NGOs of Astana”;

“Explanation works of the institution of mediation among the rural population of the Mangistau region” - according to the state social order of the executive authority of Mangistau region in partnership with the Mangistau Society for the Protection of Consumer Rights;

 “Development of interaction and dialogue in the Mangistau region” - under a USAID grant in partnership with the Civil Alliance of the Mangistau region

“Organization of a national training course for mediators in the regions of Kazakhstan” - commissioned by the UN Development Program in Kazakhstan and the Supreme Court of the Republic of Kazakhstan.

in 2014:

“Development and support activities of the information and educational Center on mediation issues” commissioned by the executive authority of Mangystau city and the regional Manigstau Society for the Protection of Consumer Rights;

 “Setting activities to prevent labor conflicts” within the framework of the state social order of the Department of Internal Policy of the executive authorityof  Almaty city together with the institution of the “Public Project”;

“Training courses in the basics aspects of mediation for non-professional mediators in the Kyzylorda region” commissioned by the United Nations Development Program in Kazakhstan together with the executive authority of Kyzylorda region.

         in 2015:

-«Setting activities aimed at increasing legal literacy and legal responsibility of the population” commissioned by the Department of Internal Policy of the executive authority of Almaty city

- in partnership with the NGO “Mangistau Regional Society for the Protection of Consumer Rights”, the project “Implementation of a project to increase the level of legal culture among the population and support the activities of the information and educational Center on mediation issues of the Mangistau Region” was implemented.

- in partnership with the institution “Public Project”, took part in the implementation of the project “Carrying out activities to identify social labor problems and prevent labor conflicts” commissioned by the Department of Internal Policy of the executive authority of Almaty city.

         in 2016:

“ Applying of the institution of mediation to resolve social issues and maintain stability and harmony in society” commissioned by the NJSC “Center for Support of Civil Initiatives” and the Ministry of Religious Affairs and Civil Society of the Republic of Kazakhstan.

         in 2017 году:

“Enbek Sakshysy(mediation in labor relations)” a  project which aim was to prevent and minimize social and labor disputes, increase the legal literacy of the population on issues of labor legislation, legislation in the field of pensions, social security and employment. The project was implemented under the state social order of the Almaty Internal Policy Department.

“Mediation in labor relations” in partnership with the NGO “Zaman Zhargysy” under the state social order of the Department of Internal Policy of Zhezkazgan.

- “Aleumet” in partnership with the Public Foundation “Kazakhylyktyn Atamekeni” and the Public Organization “Akikat Nury”.

in 2018:

“The Center for Reconciliation” by state order of the Department of Internal Policy of the Kyzylorda Region in partnership with the NGO “Akikat Nury”.

in 2020 and currently:

“E-mediation.kz”,  online mediation which was developed during the Covid-19 pandemic to conduct and support people

         in 2020-2021:

-“The mobile groups to monitor compliance with election legislation during elections to the house of parliament “Mazhilis” of the Republic of Kazakhstan” (December 2020 - January 2021), seminars for election participants on negotiations and conflict management that arise during elections.

         in 2021:

-- “The use of the Institute of Mediation to Resolve Social Issues and Preserve Stability and Harmony in Society” in partnership with the Interregional Mediation Center “MIR” under a grant from the Center for Support of Civil Initiatives.
