Biography

Zhakupov Zhandilda Azhigalievich was born July 15, 1965 in the village Bugun of the Aral field of the Kzyl-Orda region.

After graduating from high school, he entered the Shymkent Energy College, where he received the specialty of an electrical technician. After graduation, he was drafted into the GSFG (group of Soviet troops in Germany).

In 1987, he left for the Russian city of Saratov, where he entered the faculty of history at the Saratov State University N. Chernyshevsky.

In 1993, he returned to Kazakhstan by transferring to the service of the Ministry of Internal Affairs of the Republic of Kazakhstan to the position of forensic expert of the Oktyabrsky District Department of Internal Affairs in Almaty with the lieutenant rank assignment.

In 1994 he entered the Almaty State University named after Abay and successfully graduated from it, having received a specialty "jurisprudence".

From 1994 to 1997 worked as an investigator in particularly important cases to investigate economic and official crimes of the SU GUVD of Almaty and the GSK of the Republic of Kazakhstan.

In 1997, he was transferred to the national security bodies of the Republic of Kazakhstan, where he worked until 2004 as a senior investigator for particularly important cases.

For all the time he served in law enforcement agencies, he received 2 medals of the National Security Committee of the Republic of Kazakhstan “For Impeccable Service” and “For Excellent Service”, as well as certificates for the success achieved in work in the national security bodies of the Republic of Kazakhstan.

In 2004 he left the organs and since that time has been carrying out active public activities. From 2008 to the present time he has been the head of the Republican Public Association "International Human Rights Center", is the Director General of the ALE "Association (Union) of Mediators of Kazakhstan", an international class mediator trainer, an NLP master, and a profiler.

Married, has three sons and a daughter. Fluent in the state and russian languages.

For 22 years the International Human Rights Center has been actively and fruitfully working to protect civil, labor, administrative and other rights of citizens, in particular socially vulnerable segments of the population (people with disabilities, mothers with many children, pensioners, etc.) and provides mediation assistance in resolving disputes. All applicants of the Center are given advice on various legal issues by lawyers and mediators, and a 24-hour helpline and support telephone is available. The Center has public receptions, which annually appeal to 200 citizens. The association has its own permanent website: www.mpc-info.kz, through which citizens and legal entities have the opportunity to receive online advice and information from the Center.

Under the leadership of Zhakupov, the MPC organized and conducted more than 400 events, seminars, round tables, discussion platforms, etc. The events were attended by representatives of state bodies such as the Ministry of Justice of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Prosecutor General's Office of the Republic of Kazakhstan, deputies of the Parliament, as well as representatives of international organizations: OSCE, International Prison Reform, a number of NGOs and the media, and many others.

The association works in close cooperation with international human rights institutions, international organizations, human rights NGOs and educational institutions of Kazakhstan and Russia. To improve the professional level, MPC employees constantly take part in various kinds of trainings, seminars, scientific and practical conferences, forums, etc. with speeches, reports, and developed recommendations.

That way, the Center’s employees took part in the events held by the OSCE Center in Astana, Open Society Institutions (London), reports of the war and peace in Kazakhstan, the Soros Foundation, the First President’s Fund, the Parliament of the Republic and others. The MPC works with educational institutions of Kazakhstan and Russia such as the International Academy of Business, Pavlodar College of Law, Vologda Institute of Economics and Law, etc.

In 2009, the Human Rights Center became a laureate of the Republican Fair of Social Ideas and Projects, held by the Ministry of Culture and Information.

The active public activity of the MPC in the field of protecting human rights and making a contribution to the development of democracy in Kazakhstan is evidenced by the participation of the MPC President Zhakupov in the OSCE meeting to review the implementation of commitments on the human dimension in the field of human rights protection in Warsaw, Republic of Poland in 2009 . At the meeting, he made a presentation on the topics: “National human rights institutions and the role of civil society in protecting human rights” and “Rule of law. Issues of the abolition of the death penalty and the prevention of torture. "

The head of the Center, Zhakupov, made a report and recommendations at the 4th session of the OSCE Review Conference on Tolerance and Non-Discrimination on the topic: “The role of legislation, law enforcement, data collection and civil society in preventing and combating intolerance and discrimination, including hate crimes” .In the World Spiritual Forum, held in Astana, he took part in the development of the Noosphere Constitution, voicing its recommendations on human rights. In December 2010, Zhakupov participated as a delegate at the OSCE Summit at a meeting of the Heads of State Parties and observer countries.

In 2009, at the request of the Ministry of Culture and Information of the Republic of Kazakhstan, the MPC participated in the implementation of the project “Free Legal Assistance Providing to Socially Vulnerable Strata of the Population”. According to the project, MPC branches functioned in the following cities: Almaty, Astana, Kustanay, Pavlodar, Ustkamenogorsk, Atyrau and in the city of Shymkent, where public reception centers were opened to receive citizens with legal advice. In total, during the implementation of the project, over 5,000 applications were accepted through reception rooms and a lot of work was done to advise and educate the legal culture of citizens.

The Center has established close relations with many representatives of the media and television such as the “Khabar” television channel, “Caspionet”, the newspapers “Dala Men Qala”, “Yuridicheskaya Gazeta”, “Express K”, “Alash Ainasy”, “Zhas Kazakh”, “Kursiv ”,“ Egemendi Kazakhstan ”,“Zan gazety”, online publications“ Abai.kz ”,“ Maza kz ”,“ Turkestan kz ”,“ Jetkun kz ”, etc. The head and employees of the Center regularly participate in television programs and publish articles on the topics: “On some issues of the reform of the penitentiary system”, “Problems of civil society, freedom of speech”, “Full abolition of the death penalty and the prevention of torture”, “Defenders provide free assistance to the population "," On the need for changes in the legislation of the Republic of Kazakhstan "," On child suicide "," Mediation is a profitable and correct solution to the dispute”.

Since 2008, Zhakupov published more than 150 articles in the state, russian and english languages.

The association is constantly involved in the development of proposals for amendments and additions to the current legislation. Zhakupov J. is a member of the working groups of the Senate of the Parliament and ministries.

In modern conditions, ensuring the observance of human rights is one of the most important strategic tasks of the state. Particular support is needed for socially vulnerable segments of the population - people with disabilities, pensioners, mothers with many children, etc. In everyday life, many of them are faced with the need to receive competent qualified legal assistance to protect their rights. However, there are practically no organizations providing free legal services in Kazakhstan, and under these conditions, the role of public activities of the International Human Rights Center is simply invaluable.
