On June 2, 2026, Zhandilda Jakupov, Head of the International Human Rights Center and trainer-mediator, conducted a training session at the Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan for commanders of the Special Rapid Response Unit (SOBR) who were participating in an advanced professional development program.The event was an author-designed training dedicated to conducting negotiations in extreme and high-risk situations. It was organized jointly by the “Qogamdyq Kelisim” Municipal Public Institution of the Akimat of Almaty and the International Human Rights Center.The training methodology developed by Zhandilda Jakupov is based on his 25 years of service in law enforcement agencies and 16 years of experience as a negotiator and mediator.During the training, participants focused on the specifics of hostage negotiation scenarios, where every word can become a decisive factor influencing either the success of an operation or the risk to human life.The participants thoroughly analyzed real-life cases from mediation practice and special operations, including methods of deception detection, active listening techniques, negotiation strategies, and approaches to building effective communication.Particular attention was devoted to negotiations conducted under severe time constraints. For SOBR officers, the ability to manage dialogue effectively in crisis situations is a critical professional competency that contributes directly to public and national security.At the conclusion of the training, Zhandilda Jakupov thanked the participants for their engagement, active involvement, productive work, and attentive approach to learning.
